Fran David to get Hayward city manager post

Mayor Michael Sweeney announced today that the City Council has promoted Ms. Fran David to the position of City Manager. David takes on the position left vacant due to the recent resignation of Greg Jones. The Council is expected to formally appoint David and approve the details of the new City Manager’s contract at their meeting of May 4. Mayor Sweeney indicated that David, who has been Acting City Manager since April, will officially begin her new duties upon Council’s approval of her contract.
David is a recognized Credentialed Manager through the prestigious International City/County Management Association (ICMA). David has served in the capacity of Assistant City Manager with the City of Hayward since September 2006, with a short stint as Acting City Manager in 2007. “Fran has been part of the team that has accomplished so much in the last three years, and she has demonstrated her commitment to the City Council’s priorities of public safety and cleaning up and greening up Hayward,” said Mayor Sweeney.
David has over twenty-five years of public sector experience in various capacities, including as a Volunteer in the United States Peace Corps serving in Barranquilla, Colombia. Prior to coming to Hayward, David was employed as the Finance Director for the City of Berkeley. She graduated with a Bachelor of Science degree from California State University-Hayward (East Bay), and holds a Master of Business Administration (MBA) from Golden Gate University. She successfully completed the 2007 annual Berkeley Executive Seminar for Public Executives through the University of California-Berkeley, Goldman School of Public Policy.
